Ground Ambulance Base Rates

House Bill 301, effective May 7, 2025, enacted during the 2025 General Legislative session, brings several changes to ground ambulance transport rates:

  • It establishes updated base rates for ground ambulance transports within Utah Code.
  • Disposable supplies costs are now included in the base rate.
  • The bill details a process for annual rate adjustments and forbids excessive charges or balance billing.
  • Insurers are mandated to acknowledge the set EMS rates.

The Bureau of Emergency Medical Services does not handle or arbitrate ambulance billing disputes. Ambulance rates are established by the Utah State Legislature and may vary depending on the level of service provided.
